The Franklin Police Department had been operating for 30 years out of a 1930's armory building that was rapidly deteriorating and creating security problems for the city. The building was also subject to periodic flooding. The proposed site was an abandoned gas station site where underground fuel storage tanks were suspected to exist. Anticipating that we would have to build the soil up to get the new police station out of the flood plane, we designed the finish floor at a higher elevation. Soil tests found that the old gas tanks had leaked severely into highly pervious soils. We removed extensively contaminated soils and discovered additional uncharted fuel tanks. We assisted the city in acquiring "Brownfield Money" to pay for all of the costs related to this unforseen condition. Now the tradition of beautiful historic architecture in Franklin has been carried into the new police station and city court system, and serves as an anchor to the south side of town and the linear park. The finished project size is 19,317 ft2, costing around $2.1 million. Construction was completed in August 1997.
